It is necessary to effectively improve the security development capabilities in the resource field, realize the security and control of the strategic resource field, and build a strong National security barrier. In November 2021, when the Politburo of the Central Committee held a meeting to consider the National Security Strategy (2021-2025), it was proposed to "ensure energy and mineral security". This is the first time that such a high-level meeting has juxtaposed mineral security and energy security, which means that mineral security has risen to the national strategy.

In December 2021, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, the Ministry of Natural Resources and other three departments prepared and issued the "14th Five-Year Plan for the Development of Raw Materials Industry", emphasizing the importance of resource security and key materials. On the one hand, "ensuring the security of the industrial system" has been included in the five key tasks in the plan, and the "strategic resource security project" has also been included in the five key projects; on the other hand, the "Plan" regards "improving the innovation system and conquering key" Technology, breaking through key materials, and improving product quality "are the four main directions to promote high-end industrial supply, and through the" key direction of technological innovation "," new materials innovation and development project "and other column forms to clarify the focus, in particular, the implementation of" key short board materials research action, bulk basic materials consolidation and upgrading action, cutting-edge materials forward-looking layout action, material genetic engineering plan ".
